Success of economic transformations in Ukraine largely depends on successful reformation of the landed relations, and above all things, on introduction of institute of peculiar (private property) on the land, market development of land, landed-mortgage crediting registration of rights to land and objects of the real estate [1].

Money valuation of the land is the economic mechanism of the landed relations, privatization of land lots, landed-mortgage crediting taxation and forming of market of the land. Its actuality is multiplied therefore, and spheres of application.

On the whole it is possible to say that actuality of this work consists in optimization of done early researches of money valuation of the land which have been done earlier and in the practical benefit of introduction of the developed project in production.

Creation of the automated system of normative money valuation of the land of city of Makeevka of the Donetsk region which would allow to execute normative money valuation , both lands of settlements and lands of the agricultural setting, is the purpose of this work. Realization of this purpose is achieved by the successive decision of the following tasks :

  1. Determination of component parts of money valuation of the lands of settlements:
    • determination of norm of charges on mastering and construction of territory when all basic data on an engineering-communal infrastructure are present;
    • determination of coefficient of Km1, which takes into account administrative status of settlement depending on a place in the system of production, position in the suburban area of large and very large cities, location in the area of the increased radiological control, and also resort status of settlement;
    • calculation of base cost of earths of settlement taking into account the norm of charges on mastering and construction of territory, value of coefficient of Km1, the norms of capitalization and norm arrived;
    • realization of landed-evaluation districts of territory, estimation of all factors, that influence the value of index of territory value and calculation of zonal coefficient of Km2;
    • choice of local factors of money valuation and mechanism of calculation of general coefficient of Km3.
  2. Realization of automatic co-operation of semantic and graphic parts.
  3. Realization of joint conclusion of bitmapped and vector image.
  4. Receipt of statistical information about evaluation districts.
  5. Calculation of money estimation of separate land lot with the use of already expected information on a base cost, coefficients of Km2 and Km3, and also choice and determination of coefficient of the functional use of Kf [2].
  6. I&R system of search of the appraised land lot in a database through its cadastre number.
  7. Automated forming of certificate by money estimation of lands.
  8. Forming of graphic reports.
  9. Adjustment of normative cost in accordance with the index of inflation.

Basic data for implementation of this research work are: territory of city of Makeevka, divided into planning areas and evaluation districts; spatial information and other information about a road network, networks of engineering communications and service center, and also a map of soil groups in scale, 1:20000.

Evaluation districts of Makeevka are selected in the set limits of settlements, is divided by the highways of city and district level, border of right-of-way railway, natural by borders (brooks,ravines, afforestation and other), on occasion -border productions territories.

After the analysis of existent situation in town on the basis of study of cartographic material 336 evaluation districts were selected. The aggregate of a few factors corresponds to every evaluation district.

On a primary stage, the decision of the problems set above was made through the programmatic complex of ArcView and built-in programming language of Avenue.

However such an approach of realization of task appeared to be unsuccessful, as by means of Avenue it is impossible to process large data arrays, and the grounds of the real areas are usually represented by the large number of points. In addition, possibilities of creation of comfortable interface in Avenue are also limited. Therefore there was the attempt of realization of this work in the software product of Delphi with possibility of the automated start of Delphi from Arc View.

In future I am going to robotize normative money estimation of lands of city of Makeevka in one environment, that is using the software product of Delphi 5 with the use of appendix of Map Object, as this appendix allows to work with shape files in-use in Arc View.

Metrical and semantic information which was been obtained appears accordingly as shape files and tables in a format *.dbf for its further treatment in the Delphi-appendix.

Automation of determination of normative money estimation of earths of the agricultural setting, which are on territory of Makeevka, is planned to be done in future, with subsequent graphic presentation of these earths on the map of soil groups.
