CONCEPTUAL AND ORGANIZATIONAL PRINCIPLES OF PERSONNEL AUDIT

ABSTRACT

The “personnel audit” implies the evaluation of conformity of the cadre potential of organization with purposes and strategy of its development. The “personnel audit” is the new form of regulation of manpower relationships and processes at the Azerbaijan labour market. Conduct of “personnel audit” usually relates to preparation of organization to the making and implementation of new strategic decisions in the field of organizational reforms and business development. For promoting achievement of targets of certain organizations, the manpower policy must solve the following important problems in the present time: to provide an organization with skilled, high geared and interested employees; effectively use skills and potential abilities of each employee; create conditions for the full satisfaction of employees with their work in organization; stimulate and support the intention of each employee to preservation of merited moral climate in a team; maintain the interest of all employees in common success of a team and organization in whole. Thus, the purpose of personnel audit is the verification of authenticity of: the assessment of organizational structure, its conformity with organizational and business strategy; assessment of efficacy of work with personnel of a company; evaluation of manpower potential of a company.
