    This master's degree work is devoted development of consulting model, on purpose help more effectively to manage economicservice (ES) of the Donetsk investigation insulator (DonII). Essence of work of the Donetsk investigation insulator temporal having in custody of physical persons suspected of commission of crime with the partly well-proven guilt of the last.
    Special contingent - convict, brought over to works on economic domestic consumer services of establishment of DonII and leavings in him punishments. Economic service of establishment it is a complex of subdivisions and workplaces purpose of which to provide the vital functions of establishment of DonII. In particular preparation squeak under investigation, repair of apartments and motor transport, satisfactions of domestic and cultural necessities of detained. For this purpose from a number already convict the most perspective (from point of further correction convict) get out and they are abandoned to depart punishments in more soft from point of the mode terms in economic service of establishment. Requirements to convict for put in the state of economic service to have the not severe articles and the first previous conviction, and also not large money-financial lawsuits. [1]
    Further convicts distribute on detachments, areas of works, specialties and concrete job. Putting in the state made only after the writing statement of convict. Purpose of the Social department, and in particular of the inspector - psychologist is control the process of convict socially-labour reeducation, and also his moral and cultural development. And also decides a question about convict parole, if on it there are objective reasons in particular awareness convict the guilt, a good conduct is stable without penalties and reproofs, good faith to labour. And if it doesn't contradict to the legislation, parole is possible. Convict reeducation is laborious, everyday and labour intensive work. Basic methods are the labour loading, methods of encouragement and punishment. Development of consulting model, which will be able to help to accept more optimum decisions the inspector-psychologist of social department, to working with the special contingent of economic обслуги of establishment, is conducted in this work.
    The social department of the Donetsk investigation insulator is engaged in the questions of the convict leavings punishments and engaged in economic обслугой of this establishment. An inspector is a psychologist in future psychologist key figure in organization of work of social department. Basis of the system of economic service is in the convict support functioning and work of establishment. Altogether this system is the system of account, control, analysis and conclusions oriented to economic service of the Donetsk investigation insulator. The primary objective of this advanced study is development of consulting model which will be able to provide support for a decision-making by a skilled employee. Place functioning of the system the Donetsk investigation insulator, Social department. Workplace Optimization for the inspector-psychologist.

    Actuality of this question consists of the following, in spite of wide development and application of information technologies in different industries of production, national economy, in private and state establishments, computerization of the state system on questions of execution of punishments practically not carried out in general. It is connected foremost, with that fact, that this system has very scalene character, automation of it is difficult and labour intensive and financial possibilities of the state do not allow selecting a mean on and so over unprofitable system of execution of punishments. In fact every convict it the additional loading on the economy of country. But, not looking on it, importance of this question fully ощутима for society and economy on the whole. Purpose of the system of community-service establishments is reeducation and return in society socially of healthy and steady subjects realizing and atoned the guilt before society. That than better given systems executes the destiny, so much the better an economy and all of society feels on the whole. [2]
    This consulting model will help to accept more rational decisions for a management economic обслугой of DonII. That in the process of decision-making the inspector-psychologist of economic обслуги will depend upon this system which accumulates experience with convict with the purpose of not reiteration of the same errors. [3]
    To find individual approach and to the ordinary man is difficult saying nothing about convict. But exactly from direct job performances with convict and success of work depends on reeducation of convict. And it in same queue is a direct deposit in development of society and economy. In fact respectable citizen in fact it is a continuous benefit for society, and criminal continuous harm.

    This work was executed during 2008-2009 in accordance with scientific directions of cathedra of Automated controlling system of the Donetsk National Technical University.

    4.1 Project purpos Support of making a decision on the basis of the before accumulated experience in a database account of the special contingent of economic обслуги. Basic directions of CM activity.

In the process of further prosecution of these problems I plan to build an effective consulting model.

    4.2 Conception of project The basic idea of project consists in the following. In the first psychological portrait convict appears not in verbal description, but by the elements of fuzzy sets. I.e. degree of displaying of one or another psychological description. The set of descriptions is general for all of types of convict.
    In the process of serving of punishment after a conduct convict monitoring on the basis of which it is possible to judge the corrections of the last about a dynamics is carried out. Then all of information is accumulated in a database and in the case of necessity to newly arrived convict it is possible to pick up the optimum method of individual work, on the basis of analysis of psychological portrait and comparing to already present in DB.     Coming from the degree of comparison and to the dynamics of correction convict it is possible to suppose that this method will walk up and to newly arrived convict. That now the system allows not simply to accumulate statistical information, but also to utilize it as experience of previous work.

    4.3 Main tasks of development and investigations The basic task of development is creation of the higher described consulting model and approbation of it on the real information. The basic task of research is creation of steady algorithm of work of this CM. That he can it would be applied anywhere that there is alike organization of data in the system.

    4.4 Subject of development and investigations The article of development and research is a computer subsystem plugging in itself a database the special contingent of economic обслуги. And this consulting model, which, analyzing these information, can draw a conclusion about efficiency or ineffectiveness of one or another method for work with special contingent.

    4.5 Object of development and investigations The object of development in this work will be a development and introduction of this consulting model process. A research object will be an algorithm of work of this consulting model and methodology of storage of data in DB. And also possibility of rapid information exchange in the case of up-diffused DB.

    4.6 Methodology and methods of investigations Methods of work are already known on the whole. Algorithmic approach in this system is most justified from point of efficiency, and possible expansion of the system. Also I plan the search of rapid algorithms for the calculation of distances of Hemming and linear regressive analysis. I will consider the methods of more compact storage of information in KB and DB. Possibility of application, works to on this problems in other subdivisions of a correctional-educate system of Ukraine.

    A scientific novelty consists in application of fuzzy logic in description of psychological portrait of personality of convict. And also in the use of regressive analysis for the rapid estimation of dynamics of convict conduct. In an aggregate with the use of methods of comparison of fuzzy sets it will enable high-quality new level of prognostication and decision-making in the conditions of DonII.
    That is a scientific novelty consists not in the use of fuzzy logic or regressive analysis, but in their combination for the decision of tasks with similar data organization. The algorithm of work of consulting model in detail is described in the proper section.

    Practical meaningfulness of the got results consists in development of expert subsystem of determination of optimum method for individual work with special contingent in the conditions of DonII. That will allow optimizing control of the given system economic service and similar establishments.

    Approbation of work was partly carried out in the period of the first and second production practice in the period of teaching on early courses. The final revision of project will be carried out in the period of the third before diploma practice directly in the social department of DonSIZO.

    After implementation of this term paper I present problems of master's degree work more clear. The material collected during a scientific search, undoubtedly, will be useful during planning of the system. Basic direction of search was a method of psychological classification of subject in DB. I came to the conclusion, that the best method it is unclear description of basic descriptions of subject and storage in DB as a degree of display of one or another descriptions is in a numerical kind. [7-8] Other problem was search of suitable under certain description of convict DB. But due to тому, that classification convict a search is kept in the certain structure of fuzzy set can be taken to composition of fuzzy set and binary relation. With the estimation of similarity of great numbers by the methods of finding of the self-weighted distances on Hemming and Euclid. [9-11] For the analysis of dynamics of conduct best of all a method befits arc wise regressions. On this question plan to make prospecting work for the purpose search of maximally rapid algorithm. Helped to see implementations of this work further prospects of research. In particular association of a few establishments of similar type in one informative space, and, consequently, with an increase on the order of volume of DB. At it is necessary to search it yet more effective algorithms of unclear search. And also application of unclear linguistic variables will estimate possibility for description of inferencing of consulting model. [12-15]
