Introduction
The influence of the innovative factor on the production is
radical and complex.
Methodological and practical methods of an innovative
activity of industrial enterprises at the transitional period need to be worked
up because the foreign experience in this sphere can not be adapted in Ukraine
without taking into consideration the peculiarities of the development of
national economy[6].
Nowadays innovations are considered to be a major factor of
the development for many enterprises. It is characteristic that the number of
scientific works where the innovative activity is researched increases. Most of
them don’t focus on competition price mechanism but on the innovative processes
connected with the improvement of the whole industrial and economic potential of
the enterprise. So Ukrainian scientists do their best to ground the national
priorities, to find out active mechanism of introduction and effective use of
the innovations. But the level of scientific researches of the problems touched
above are not sufficient yet[3].
The importance of the theme
Market unstability in the economy of Ukraine is accompanied
by economic recession and crisis.
Under these conditions the development of innovative activity
of enterprises plays a great role because economic problems negatively influence
the effectiveness of the realization of innovative projects. It doesn’t
encourage the introduction of modern technologies in the industry so it slows
down the rebuilt of the economy on the whole.
When Ukraine declaired its integrated European policy the
problem of stirring up the innovative activity at the industrial enterprises
became an issue of a special importance[4].
Considering the specifics of innovation investment, the thesis shows that the characteristics of investment support of innovative development programs driven by several factors (Fig. 1).

It is impossible to reach the main goal of economic regulation i.e. tu increase
the effectiveness and competitiveness of industrial production without
innovative changes in the state policy and without raise of innovative activity
at industrial enterprises.
It is possible to create economic mechanism of innovative
activity regulations only when innovative factors are included into the process
of social-economic development of the country.
The key factor which influences the level of tehnological development of the
country and defines the rate of masteriny of new sources of investment and
application of effective mechanisms of their realiratim in a modern economic
system of Ukraine[7].
Theoretical problems of regulations of innovative activity in the national
sciens were touched by such outsanding spesialists as V. Aleksandrova, L.
Antonyuk, U. Bazhd, A. Galchinsky, V. Geyeyts, V. Gusev, S. Yerokhin, S.
Illyashenko, M. Krupka, O. Lapko, A. Makhmudov, M. Melnikova, N. Mova, V. Momot,
V. Naidyonova, L. Neikova, A. Poruchnik, D. Stechenko, V. Khaustov, D.
Chervanyov, N. Chykhray.
The main problems of investment into innovations were
researched by the following scientists I. Blank, N. Vnukova, B. Gubsky, L.
Kolobova, I. Kolot, T. Mayorova, A. Peresada, S. Reverchuk, V. Fedorenko and
many others. But the greatest number of the works written by national
specialists are oriented towards a separate anolysis of innovataive policy of
our country, while world economic literature i.e. works by J.Beily, L. Gitman,
Ch. Johnson, D. Markovits, U. Shorp are oriented mostly to a range of guestions
connected with financial ivestments and formation of innovative bad. Despite the
importance of the made researches, some problems are still left un investigated[11].
Thus the strategy of regulation of innovative police at industrial enterprises
are not researched enougn. Functiru of the state management of innovations need
some specification. Condition under which the model of innovative activity at

Insufficiant substantiation of the mechanism under which the
activity of industrial enterprises is regulated made the theme of the research
rather urgent
The aim and the tasks of the research
The aim of the research is a scientific base of the ways which can lead to the
improvement of the economic mechanism of innovative activity regulations at the
industrial enterprises.
To reach the goal of the research the following tasks were given
- to research innovative processes
- to specify the aspects of an innovative activity financing
- to ground the theoretical Dasis of a legislative regulation of an innovative
activity
- to research a present-day state of an innovative development in Ukrain
- to specify the peculiarities of an innovative potential formation in the
region
- to define the tendencies of an innovative activity of industrial enterprises
- to ground the means of intensifying the level of innovative culture by the
state
- to often some vecommendations to raise the effectiveness of innovations in
Donetsk region
- to work out the conditions under which the model of innovative activity of
industrial enterprises саn function[10].
The object of the research is the process of an innovative activity regulation
at the industrial enterprises.
The subject of the research is the system of economic and organiziny relations
which are formed in the process when economic mechanism of an innovative
activity regulation is formed at the industrial enterprises.
Methods of the research
Scientific propositions of a present-day economic theory,
works of national and international researches in the sphere of an innovative
activity regulation at the industrial enterprises, legal relatius in the sphere
of state regulations of an innovatiму activity became a theoretical and
methodological basis of the research.
The following methods of the research are used in the thesis:
analysis and synthesis to define casual relationship in the tendencies of the
innovative activity of industrial enterprises abstractiny to show main conctps
of making up scientific and technological zones;
Stistic research to see the main factors which influence an innovative activity
of industrial enterprises ;
Statistic grouping to show the means to stimulate innovative enterprising:
comparison, measuring and correlative analysis to establish a correlation
between expences on technological innovation and volume an innovative product;
Formalization when using a model of innovative activity at industrial
enterprises;
A historical method to research the foundation and development of the
territories with favorable taxes, customs and investive regimes;
Decompositions-when developing the basis of economic principles of innovative
activity regulations of industrial enterprises.
The practical meaning of the results is in giving specific
proposals as for raising the effectiveness of an innovative activity of
industrial enterprises which realization s possible in a separate region as wel
as on a national level. The results of the research work саn be also used to
make futher researches of an innovative regional development.
The practical application of the research will help to form
an innovative policy of the enterprises more effectively, to define the market
expediency of the choice and introduction of specific innovations. The practical
value of the work consists in giviny a base for methodological recommendations
as for raisiny the quality of an innovative activity of industrial enterprises
and providiny its economic and social effectiveness.
The solution of the problems of an innovative development can
signibicantly influence the ovecominy negative factor of transitional period.The
main component of any innovation is an innovative fotentiol. That’s why it is
necessary to know and understand the theoretical bases of the formation process,
the structure, the sources of development, methods of estimation and the
direction of an effective application of such a potential.
Mastering all these problems will provide an opportunity to give an objective
estimation of selfability, to work out new ways of an innovation activity, to
form an effective strategy of an innovative development[9].
