The management of Science, technology and innovation is confronted to an increased complexity and interdependence of its actors. In the world of innovation, media policy, and organization in the new economy, it creates new needs for analysis and advice, and the development of renewed methods and tools capable to seize this complexity:

- In terms of the analysis of strategic alliances within techno-economic networks.

- Increased network coherence;

- To make sense of data sets, archives, project descriptions, databases, internet- and intranet-information;

- Link the analysis of past experiences with real time evaluation of complex and heterogeneous profiles and future developments and analysis;

- To refine marketing strategy based on a large scale and scope of data (from various sources: web, interviews, questionnaires, databases) evaluated at a deep level via advanced analytical solutions

The approach developed in this paper is an attempt to explore a new method and tool integrating these four conceptual levels and applies them on the well known dimensions of the management and the policy of innovation:

- evaluation and impact assessment;

- program and policy design;

- management of R&D collaboration of heterogeneous actors;

- design and monitoring of research funding;
