Introduction.

   One of the fundamentals of the economy and the viability of  any country of the world is electricity. The increasing complexity of existing technologies and the emergence of new consumers of electrical energy causes the need to develop power supply systems to ensure the necessary level of reliability in the new conditions of functioning of electric power facilities. 

Relevance.

   Power distribution networks, as one of the components of electric power systems (EPS), characterized by the large extent, the big number of transformers, the use of electrical equipment with a substantial degree of wear, the relatively weak controllability (the lack of automation, not to mention even of modern operational management regimes, the lack of sufficient information about the emergency process, insufficient equipment control devices and protection).
   Quality of electrical energy is largely determined by the composition and properties of consumers, because some of them are often a source of unwanted vibration and distortion of the voltage. These consumers, first and foremost, the powerful Electro-installation, traction substation and metalworking companies. When sharp fluctuations of nonlinear loads on feeder buses AC may arise jumps consumed reactive power of a few hundred MVAr / s and the distortion by a factor of non-sinusoidal 10 - 20%. Traditional devices of power quality in most cases is ineffective.
Therefore, an urgent task to improve the efficiency of distribution networks is the introduction of automated process control systems based on modern information technology. Information from ACS substation (APCS PS) from the object is a source of technological management for all levels of EPS. Implementation of management teams, developed at all levels of management, is also at the substations.
   A distinctive feature of electricity supply facilities management systems is an integrated approach to solving all problems of operational and technological nature. This involves the integration within a single software and hardware inventory of all the tasks of protection, control, automatic control, information-gathering and operational management of industrial and economic activity. 
Analysis of the works in the field of automation control EPS, especially in the EPS abroad, shows that the use Scada-systems allows us to solve technological problems in the management of a qualitatively new level, taking into account the features of these problems in the present conditions of functioning of electric power facilities. 
Thus, the global trend of development of ACS is a PS: 
  • The transition from remote telecontrol substation (RTU - Remote Terminal Unit) to the integrated management system based on the use of programmable microcontrollers (Programmable Logic Controller - PLC) or personal computers (PC);
  • The use of integrated intelligent electronic devices (EVI) (Intelligent Electronic Device - IED) to serve as protection, automation, measurement and operational management;
  • Use of various SCADA-systems (Supervisor Control and Data Acquisition) for the rapid dispatch control;
  • The use of special computer codes for the management and optimization of energy systems (Energy Management System - EMS);
  • Wide use of the substation LAN (Local Area Network - LAN); 
  • Wide use of the principles of open systems to completely eliminate the dependence of the future development of the system from the supply of equipment or software specific companies - manufacturers;
     Widespread use of standard protocols for communicating with IED-devices, HMI (Human Machine Interface - HMI). 
   Integration of protection, management, monitoring in conjunction with the technique of local networks and advanced telecommunication technologies are now widely distributed in substations can meet the challenges of a remote control mode (monitoring), monitoring the correct operation of protection and automation, operational configuration settings, adjusting the load, get emergency data operational status of the equipment. Increasing efficiency and accuracy of control in new technologies is achieved at relatively lower cost. 
   A number of studies on the development of management systems of EPS states that further development of technological management is also associated with the introduction of a new IEC standard for open communication IEC 61850. 
   It should be noted that the conduct work on the development of control systems requires a significant investment. In an environment where investments are limited and there is the need to replace worn-out primary electrical equipment, the problem more complicated. 
   Factors to consider when creating an integrated management system should include a variety of systems and devices from different manufacturers, the degree of implementation and the inclusion of this production of advanced technologies. 
   Thus, the development of the draft terms of reference for the establishment of an integrated management system is a challenge, largely determines the efficiency of the distribution networks. 

Description of object

   Production capacity of PAO DTEK ENE Energougol include 11 transformer substations of 35-110 kV and 384 units of 6-10 kV distribution stations with total capacity of 452 MVA, as well as power lines 110-0,4 kV, the length of 1224 km.
   Major consumers of the company - the coal, machinery, textile and food industries, as well as municipal and state-financed organizations,  Donetsk and Donetsk region. 
    Most of the operated equipment and power lines, morally and physically obsolete the end of their life. Deterioration of the electricity distribution networks leading to a crash in the country. Limited financial resources makes difficult rehabilitation, modernization and reconstruction of existing power networks of all voltage classes, as well as construction of new transmission lines. 
   Nowdays active reconstruction of existing networks and creating is doing.  On this enterprise successfully operate terminals of different trends: ABB, Reliz, Kievpribor etc. 

Prospective solutions 
To achieve the objectives necessary to solve several problems:
  • Allow the technical side of (physical solution)
  • Select application version of the solution. 
   Technical side, the physical implementation, mainly lies in the choice of sensors, microprocessor-based terminal communication channels. The main problem is the study and analysis of the proposals on the equipment market. 
    More difficult is the application solution of the problem. 

   At the moment the company has not Remote Control. In this situation, the optimal variant is to create microSCADA. This solution will link the existing terminals into a single unit.

   The project of developing technical specifications for create a management system wich based on Scada includes the such steps:
  1. A general description of the management system; 
  2.  Justification promising solutions;
  3.  Creating of an information business model based on the analysis:
  •  Information flows used in enterprise management; 
  • Process control problems;
  • Forms of screens, reports, etc.; 
    4. Creating of algorithmic software for solving engineering problems.
