Abstract

1. Theme urgency

Donetsk region is one of the most ecologically unfavorable regions of Ukraine. Mines were the main source of disturbances and pollution. Over the past 15 years, many mines have ceased operations or identified for closure. For many mines closing prematurely: before the full development of coal reserves and without the necessary development plans for the closure, which take into account security issues, environmental and social responsibility [1].

Poor funding of the coal industry has led to an increase in the number of unprofitable and unpromising mines area. So in 2001, half of the mines provided only 13% obscheoblastnoy fuel production, while the other half — 87%. Every second ton of coal was given out to the surface in the past year, 11 coal mining enterprises. This polarization of the technical capabilities and a very large difference between the technical and economic indicators of coal production requires ordering mine fund by closing the most unpromising mines [3].

2. The purpose and objectives of the study

The aim of this research is to develop and study areas to ensure environmental safety in the mines closed. The object of research: the environmental safety system at the mine closure.

To achieve this goal it is necessary to perform the following tasks:

  1. To analyze the research in the field of environmentally safe mine closure.
  2. To assess the ecological situation in the zone of influence of the object of research.
  3. The directions to ensure environmental safety.

Subject of research: technology solutions to ensure environmental safety in the mines closed. Basic research methods: systematization, analytical method, methods of technical and economic calculations, method of modeling, forecasting, statistical data processing.

3. Development of environmental safety system at the closing of coal mines in the conditions of the Donetsk region

Research in the field of safe mine closure are extremely important for Donbass. The process of restructuring the coal industry requires the closure of the set of loss-making and unprofitable coal mines. The document, which marked the beginning of the coal industry restructuring program, a presidential decree on the restructuring of the coal industry of 07.02.1996 This decree was replaced by Presidential Decree on measures to improve state management of the coal industry on 25.07.2005 was also important regulatory regulations are the Decree of the Cabinet of Ministers of Ukraine on the progress of the restructuring of the coal industry number 280 of 28.03.1997 and the Decision of KMUO measures to improve the operation of the coal and peat industry number 938 of 06.07.2002 [811].

This document provides a structured overview of the risks associated with the operation of the mines and their closure; presented embodiments of the works aimed at reducing the level of risk. This report can help and offer new ideas for the ongoing process of the closure of mines in the Donetsk region, Ukraine. It is designed to assist in carrying out work relating to the review, improvement and implementation of the regulatory framework, to ensure that the economic benefits of the coal industry. Conclusion

The extensive way of development of mining, the relative cheapness and availability of natural resources have led to economically unjustified violation of the environmental situation in the Donetsk region. Large-scale mining production, the creation of industrial giants led to serious violations of natural ecosystems and global violations sets centuries equilibrium ecological relationships.

In the course of the work carried out research areas to ensure environmental safety in the mines closed. This paper analyzes the research on environmentally safe mine closure, an assessment of the environmental situation in the zone of influence of research object, the directions of environmental safety.
