Extensive character of development of productive forces, deformed structure of economy, absence of the ecological adjusting of economic activity during past decades was led to the volume, that today territory Torez became the area of ecological tension. Program of providing of ecological safety, guards and improvements of the state of natural environment, rational use and reproduction of natural resources on territory Torez is developed on foundation: Law of Ukraine «About state prognostication and program development of economic and social development of Ukraine», the item 27 of Law of Ukraine «About local self-government in Ukraine», the item 6 of Law of Ukraine «About the guard of natural environment», Programs of nature protection measures of local value Torez on 2004ã. (decision of Torezskogo city Advice ¹ 4/18-385 from 28.04.04ã.) and requirement specification on creation of technical products, ratified Torezskim city by a head, and also «Statutes about the order of ecological program development», by the ratified decision of Cabinet of Ministers of Ukraine from 31.12.93ã. ¹1091. Development of measures is the purpose of the program on providing of ecological safety of territory of the Torezskogo city council, stabilization and gradual improvement of the state of natural environment and reproduction of natural resources by realization of complex of the scientific-grounded nature protections and resursosberegayushih measures, mobilization of material and financial resources, co-ordination of actions of state organs, organs of local self-government and economic subjects, the uses of front-rank experience. In accordance with «Basic directions of state policy of Ukraine in area of guard of natural environment, use of natural resources and providing of the ecological safety» ratified by Decision of supreme Soviet of Ukraine from 05.03.1998ã. ¹a 188/98 SR, priority directions and problems of guard of natural environment and rational use of natural resources Torez are definite. It enables to form the city ecological policy directed on saving and reproduction of natural environment in a town, providing ecologically of safe residence of urban population. In the folded terms further public progress to a great extent relies on efficiency of directed on minimization of negative ecological legacy, expressly definite obshegorodskoy strategy of improvement of terms of residence, rest and making of population healthy, saving and enrichment of biological variety. Measures are developed on a basis, on possibility, the rational use of natural resources, technological retooling and restructuring of enterprises. Their realization will allow to begin to create the valuable environment of dwelling for modern and subsequent generations of habitants of the Torezskogo city council. At the decision of problems of prirodopolzovaniya it is had to come from confession of impossibility of complete prevention of the antropogennoy loading on a city natural environment. In the program the nature protection measures provided with financing are borne, borne in the city ecological programs, programs of enterprises, industries. It is those primary measures which will allow to lower ecological tension in a town and set a precedent of modern ecological tactic at the level of city. In future success of realization of these measures will help forming of ecological strategy of city on subsequent years (periods). During realization of measures of Program the adjustments related to the receipt of facilities in a local ecological fund are possible, and also results of economic-financial activity of enterprises-performers of measures. The program is developed by the Donetsk branch of state institute of the in-plant training and retraining of shots of Minekoresursov of Ukraine (DF GIPK) with the use of the materials, presented by the East regional ecological inspection, Torezskoy city SES, by Center of medical statistics, GP «Torezantratsit», Torezskoy DLSh, Torezskim PUVKH and other departments which were instrumental in preparation of information for development of the program. The developers of the program express gratitude to the specialists of all afore-named organizations and hope on further collaboration at a necessity its adjustment.
