The ecological situation in the present world is very dangerous. For the first time the
humankind is responsible for the stability of the existence of the biosphere in general, not only
some kinds of it. The problems of absence of biochemical circles, depletion of the major mineral
resources and natural biogeocenoses are extremely important nowadays. It seems that the
humankind in the rush for comfort has lost its main instinct - self-preservation.
In the prospect of the ecological catastrophe it is very important to become aware of the
ecologically proved limits of the production and consumption. This makes us define the code of
practice of a state and each particular citizen, which will be the basis for new ecological awareness.
Everybody must become conscious that the further development of the civilization can be achieved
only in accord with the nature. Definition and acceptance of certain rules and limits will need the
change of many stereotypes, economical mechanisms and social development. That is why today
we need to talk about the technology, ethics, and economics of the XXI century - the century of
environmental protection.
DECSRIPTION OF THE EXISTING METHODS OF SDW (SOLID DOMESTIC
WASTE) TREATMENT
The world experience suggests a number of ways of SDW treatment: depositing at special
sites (refuse tips), incineration at combustion plants, waste composting, complex reclamation.
The principles of work.
- wastes minimization (to produce and buy the goods in utilizable packaging);
- maximum re-use of packaging;
- ecologically safe disposal of non-utilizable wastes.
The suggested concept of complex management of wastes (CMW)
The present situation in the sphere of waste processing in Ukraine as a whole is characterized
by the following:
- irregularity of the management system;
- absence of objective and, consequently, live data on volumes, depositing, location,
processing and utilization of wastes;
- small amount of recycled wastes;
- bad condition of solid domestic and industrial waste tips;
- catastrophic deficiency in modern specialized machinery for wastes transportation and
work at refuse tips;
- insufficient number of specialized sites of removal of I - II danger type wastes;
- absence of specialized sites for separate depositing source-energy valuable wastes;
- small number of separation and recycling plants at the local and regional levels.
The department of the complex management of wastes (CMW) limited liability company
"All-Ukrainian specialized enterprise "Ukrecologia" has developed The concept of the system of
wastes complex management (further on the concept CMW).
The basis for this concept is the principle of level division, which presents the movement
from the smaller (settlement, town, district) to bigger (region), to regional (South-Eastern, Central,
North-Western regions) and state levels (Ukraine).
The authors of this concept believe that the CMW realization must consist of three stages.
They must be realized forward from the lowest level (a settlement) to the highest (Ukraine).
The first stage of the concept - creation of the system of complex district and regional
management of wastes (CMW) with the use of sorting and separate depositing of wastes.
In the sphere of SDW processing from domestic and commercial sectors:
- reconstruction and creation of new container areas;
- replacement of depreciated container park in the places with high concentration of people
(parks, markets, stadiums, schools, etc.) with new containers of European standard,
meeting the sanitary regulations of Ukraine;
- reconstruction of the existing municipal transport enterprises with the replacement of old
special machinery;
- creation of specialized motor-transport enterprises, which conform to the modern
European standards;
- transportation of the whole load of wastes without losses to wastes-sorting stations (WSS).
The purpose of the sorting of wastes at WSS is taking the recycled resources (paper,
polymers, textiles, glass, metal) with further pressing of secondary raw materials in packs
1.0 - 1.1 t/m3. The processing of SDW at WSS ensures the decrease of the
wastes volumes by 13%-33%.
- Sorted and packed secondary raw materials are transferred to recycling plants. Their
recycling accounts for the second stage of the Concept.
- Organization of the network of centers of receiving the secondary raw materials, which
will stimulate separate storage and decrease the amount of the wastes in containers.
The second stage of the concept - creation of the system of complex management of wastes
of regional and area level with the use of technology of recycling earlier sorted and separately
deposited wastes.
The second stage presupposes:
Search for technological solutions (technologies) of recycling - choice and use of existing
home and foreign technological complexes of recycling of particular kinds of wastes, the feedstock
for which will be secondary raw materials and energy-valuable wastes of I - IV danger classes.
It is planned to involve different Research Institutes in the search of the technological
solutions.
Receiving of quality secondary raw materials and wide variety of the final production. As a
result - high liquidity and demand along with low cost price.
Realization of the second stage of CMW concept will allow to optimize the use of minerals,
decrease the consumption of energy sources at regional and state levels, and to get final products of
high quality and low production cost.
The third stage of the concept - calculation, analysis and monitoring of the CMW system,
creation of the state geo-informational system (GIS) of wastes.
The third stage presupposes:
On the first level (settlement, town, district)
Reorganization of the primary calculation system of the volumes, depositing and location of
wastes, unification and simplification of the forms of primary calculation.
Transition of the primary data to the local control bodies (local ecological inspections) to
carry out primary analysis and make decisions on regional and city level with local executive
bodies, public, mass-media, EMERCOM.
Generalization and systematization of the received primary data with the aim of transfer to
the second (regional) level.
On the second (regional) level
Organization of the regional center (department) of the analysis and monitoring of CMW. Its
functions will be the following:
- collection of generalized and systematized primary data from towns and districts of the
first level;
- analysis and systematization of the data to summarize the received regional data;
- making decisions in the sphere of wastes treatment together with representatives of the
regional administration, public organizations, mass media.
Transferring of the generalized and analyzed regional data to the third (territorial) level.
On the third (regional/territorial) level
Organization of the territorial center (department) of the analysis and monitoring of CMW.
Its functions will be the following:
- collection of generalized and systematized primary data from regions of the second level;
- analysis and systematization of the data to summarize the received territorial data;
- making decisions in the sphere of wastes treatment together with representatives of the
regional administration, public organizations, mass media, EMERCOM.
Transferring of the generalized and analyzed territorial data to the fourth (state) level.
On the fourth (state) level
Organization of the state center of analysis and monitoring of the CMW system, which
manages the centers of 1, 2 and 3 levels. Its functions will include the following:
- collection of generalized and analyzed territorial data;
- analysis of the data within Ukraine;
- assessing of the present and predicted situation in Ukraine in order to make timely
decision on the state level;
- making state decisions in the sphere of wastes treatment.
On the basis of gathered analytical data and monitoring results for a definite period of time,
having carried out organization of centers of data receiving and transferring into the base of the
state GIS, on condition of stage realization we will receive a self-sufficient system of the complex
management of wastes on the state level.
On the basis of the research carried out for 1 year the following results have been received:
The composition of domestic wastes depends on the season. That is why the campaign for
measuring the wastes composition has been carried out each season.
