In this work I am going to consider using large-scale cosmic picture for decision of the urban planning problems.

The city - is a populated place significant in size and number of the population, which executes mainly industrial, scientific, transport, resort, trade or administrative-territorial functions and distinquishes with the production concentration, raised density of the population and compactness of construction.

Modern urban system presents itself collection of spacely organized and interconnected material objects: engineering buildings, technically mastered territories, forming ambience of public buildings.

Urban planning - is a process of the regulation of the using territory, which consists of creation and introduction of urban documentation, acceptance and realization of corresponding decisions.

There are a lot of ways in urban planning: transformation of existing town construction, development of the transport system and street-road network, use and enrichment of natural landscape and etc. It is pissible to refer zoning of the town territory to one of the main directions.

The main internal resource of the potential development of any city - it is land. Zoning defines character of the land using, installs land value and cost not only for the current moment, but also for the future. Realization of the real cost of the town land allows to form the local budgets on the base of the annual part of land cost in the manner of fixed percent. If zoning is used correctly a city can get the stable internal source of the financial arrivals for necessities of it's development, which is founded on taxation of premises on its real market value.

Purpose and problems of the master's work

The purpose of the master's work is a development of the methods of the using large-scale cosmic pictures for decision of the problems town territory zoning.

The problems of the study are:
1. Studying of the original data's of the cosmic photography QuickBird (the mode of the panchromatic photography).
2. Studying of the data formats (TIFF, GeoTIFF).
3. Studying of the exact features of the cosmic picture.
4. Revealing of the necessary original data's for zoning and their presentation.
5. Development of the zoning methods on the base of the cosmic picture.
6. Realizing choice of the GIS-program for decision of the zoning tasks.
7. Making the zoning program on the example of Voroshilovskij region of the Donetsk.

Practical value

The practical value of the declared master's work is that the received method of the using large-scale cosmic pictures for decision of the zoning problems of the town territory is going to enable the operative reception of actual information on town zone in general, and about each land area in particular (the rules of the use and building change to premises).

List of the undecided problems and tasks

On this moment the main undecided problem is stages of the transformation of the cosmic pictures into necessary format data, revealing the necessary original data for zoning of the town territory.

Planned result

The planned result of the master's work is a computer program for decision of the zoning problem on the example of Voroshilovskij region of the Doneck.
