Abstract of the master's work

Theme: Definition of the purpose, tasks and roles of system of quality at university by the example of system of quality management DonNTU

      For the time being the main task of educational policy of our state is guaranteeing of modern quality of education on the basis of preservation of its fundamentality and conformity to actual and perspective needs of the person, society and the state.

      Promotion of quality of the given educational services should provide an opportunity for high school graduates to generate production, that is competitive on both domestic and international markets that will allow the state to change proportions of import and export towards increases of the former.

      It is impossible to achieve the given objects without an effective management of all activity processes of the high school, influencing quality of educational service. The quality management system (QMS) of any high school is the tool which allows to increase efficiency of coordination considerably and the control all processes over high school.

      Formation of QMS of high education should be directed to achievement of such level of experts preparation which faces both modern and perspective criteria and standards, and also should promote actualization of quality education problems , being a unique sphere of human activity. [1]

      QMS of high school should promote achievement of the following goals:

      The given QMS should by all means take into account peculiarity of high school as an object of QMS creation. It is possible to allocate the following features: a branched out organizational structure, three levels of management (university, faculty, depatment); large number of suppliers and internal consumers, a significant amount of internal documentation. [2].

      High school QMS's scope is educational process the basic products of which are educational services. Training and methodical aids based on scientific and technical products as well as educational services are of secondary importance. They serve the purpose of promoting the required quality level in conformity with the results of educational processes.

      The basic form of high school activity of is granting educational services. An educational service is a complex of purposefully created opportunities offered for gaining knowledge and skills with the purpose of meeting educational needs.

      This kind of service is unique as for such parameters as:

      It is well known that one of the basic principles of ТQМ, which finds it's manifestation in ISO standards of the series 9000:2000 is alignment at gratification to demands of consumer's expectations and all interested parts. Taking into account on consumers, the organization should create the goals of activity and generate solutions to achieve the goals that are set. Therefore, launching with the QMS formation, it is of prior necessity to define it's target audience: students, parents, employers, the state structures.[3]

      The above mentioned features of high school activity considerably complicate direct application of TQM principles that in it's turn results in development of additional actions for formation and introduction of QMS in high schools. Development of the standard similar to ISO/TS 16949:2002 "QMS. Special requirements on application of ISO 9001:2000 in motor-car industry and the organizations manufacturing corresponding spare parts" may be one of such option. Such a standard should give precise recommendations on application of TQM principles in educational sphere in view of all features of the given activity.

      The problems slowing introduction of the QMS in high schools are the following: the absence of methodology of its creation adapted for the state educational standards; deficiency of experts-developers; lack of financial assets and knowledge in the field of quality management, first of all, at the top management of high schools and underestimation of practical advantage of QMS introduction in high school.

      Summing up, once again we shall generalize the specified peculiarities of QMS formation in high school:
