Urgency of the theme

Functioning of system of operative management by financial streams represents difficultly organized, continuous process of an exchange and redistribution of information streams between structural divisions of the organization which primary goal is optimization of movement of financial streams with the purpose of achievement of the greatest profit under condition of observance of a necessary level of liquidity and minimization of risks. The information stream, in turn, represents strictly certain volume of the information describing qualitative and quantitative parameters of the corresponding financial stream.
Rigid temporary restrictions on acceptance of administrative decisions demand complex consideration of questions of operative management by payments and attraction of short-term credits with use of economic-mathematical models, modern concepts of management and computer systems and technologies. But the complex approach to development of effective models and methods of operative financial management, and also processes of creation of information systems of their realization in new economic conditions are covered insufficiently. Thus, it is possible to draw a conclusion, that the urgency of work is defined by the further development of ideas and approaches in the field of management of financial streams of the enterprises.

The purposes and tasks of work

The purpose of research is development and program realization of the models intended for the complex decision of tasks of operative management by payments and short-term credits of an industrial complex, functioning in market conditions which provide increase a management efficiency, efficiency of processing and maintenance of high reliability of the information, due to use of economic-mathematical models and methods of optimization.
The purpose can be reached by the decision of following tasks:
- Research of organizational structure, information and financial streams of an industrial complex during operative management of payments;
- Definition of functions, places and roles of divisions of an industrial complex which realize operative management of payments and credits;
- Development of the concept of the organization of system of operative management by the finance;
- Development of models of budgeting of the centers of the responsibility and all complex on the basis of contracts;
- Development of model of optimum control by charges;
- Development of model of definition of the size of the sum of the involved credit and term of its repayment;
- Development of model of a choice of the organization which finances under the most favourable kind of a security for credit.

Prospective scientific novelty

As a result of performance master's works the problem of modelling and program realization of operative management system of financial streams of the enterprise in market conditions of functioning should be solved. The developed concept of model of a control system industrial the enterprises will be based by financial streams on use of economic-mathematical models and methods and modern information technologies which provide increase financial effectivity due to formalization of decision-making processes, their accuracy by application neural methods and mechanisms of not precise logic.

The review of existing approaches and methods

At construction of system of operative financial management there is a necessity to create time mechanisms of planning.
Heads of the enterprises'centers of the responsibility direct applications for payments within the limits of the established limit on the basis of which the payment calendar is formed.
The system of payment's priority allows to balance a payment calendar in that case when the sum of applications on payment in the certain day blocks accessible volume of resources. The system of priorities can include the levels considering a degree of importance of payment for the given responsible manager.
At formation of a payment calendar the situation when balancing of receipts and payments by intrasystem methods is impossible is possible. In these cases it is necessary to choose from two alternatives: attraction of extra means, or updating of production plans.

Conclusions

Theoretical and methodological basis of research are development of domestic and foreign scientists in the field of operation of business, financial management, economic-mathematical modelling and information systems.
By development of the concept of a control system by financial streams of the enterprise probably to use the system approach; the description of objects of a subject domain can be made with use of the plural approach; formalization of tasks of management by the finance - with use of methods of linear and nonlinear programming. At the decision of a problem task of management financial streams will use methods of forecasting.
System engineering control by the finance of the enterprise with use neural networks, mechanisms of not precise logic and genetic algorithms is at the moment planned.
