Urgency of work
In such most complicated organism what is the modern society today, without an information technology it is impossible to adjust effective control structure, to raise speed decision-making and to lower probability of administrative errors. In control of high school as a whole and its separate departments, various information streams are processed, and quantity of the information accompanying process of high school functioning, is increased intensively.
With introduction of new forms of managing (appearance of paid educational services, economic-contractual extension of scientific activity, etc.) essentially a flow of documents is increased, which is passed through high school accounts department. This stream is so great now that to handle it in due time and correctly can not even the big staff of the bookkeepers working manually. The rational organization of system of book keeping, the financial analysis and the control is necessary for supporting of effective financial and economic activity of high schools, adequate to the present branch development stage [1].
The finance administration mechanism in high school becomes one of the major units of administrative process, and the question on accurate allocation of financial streams is important element for effective functioning of structural departments of high school.
Development of the newest technologies, including informational, and НТП it is impossible to ignore automatization processes as one of major factors of rise of efficiency of almost any activity especially linked to great volumes of the various data what activity on realization of the financial control of any level is.
Increasing of the accepted and processed data informational streams have increased and requirements to speed of their processing have raised, and already the majority of operations cannot be performed manually, it demands application of the most perspective computer technologies. Any management solutions demand an accurate and exact estimation of a current situation and possible perspectives of its change. And if earlier some tens factors which could be calculated manually, now these factors of hundred and hundred thousand participated in a situation assessment, and the situation varies not within a year, and in some minutes.
Also the main problem is process of extracting data from the registration systems for the matching schedule-fact. Analytical tags and articles permanently are changed, and sometimes in such a manner that to make with them anything it is impossible. As a result, financiers and economists spend for extracting and processing data about 90 percent of time, while on the analysis, decision-making and the subsequent process optimization spend no more than 5 percent though the logic prompts that should be vice versa. As it is known, one of sources of creation of the budget of department of postgraduate study and doctoral studies of HIGH SCHOOL is resources of those post-graduate students which are paid for study. Further these resources together with arrivals from the budget of country form are budget of department and subsequently are arranged in fund of payment of activity of employees and other needs of the given department.
Now, system of post-graduate students payment is reduced to the following algorithm: statement writing on desire to pay cost of training, reception of the payment commission with all necessary accessories, directly payment and allocation of a copy of already paid payment commission in postgraduate study and doctoral studies department. Disadvantage of such system is that all database of post-graduate students on a paid mode of study, and also all information on the payments made by them or available debts, is presented in paper sort that reduces efficiency of timely procedure of payment and decelerates search of the necessary information in the concrete post-graduate student.

The Donetsk national technical university functions with various names already more than 75 years and students database is increased, so also quantity of financial communications between postgraduate study and doctoral studies department, and accounts department has considerably increased. For the successful financial control it is necessary to gather and parse the huge information contents, concerning these links. The existing supply with information of control organization has a number of disadvantages. The core is that the same information is given in postgraduate study and doctoral studies department, and in accounts department repeatedly, i.e. informational streams are duplicated. Besides, the same data passes double and not always unambiguous processing in various state and commercial establishments (banks) [2].
Presence only in some high schools of experience of automation of systems of the registration and payment reception is observed, that is in branch there is no program of operations on creation and implantation of complex system of automation of such registration and the financial analysis which would integrally be entered in the program of operations on information of higher educational institutions of the country. There is no uniform standard complex system of automation of the registration and the financial analysis, the Ukraine recommended by the Ministry of Education for implantation in high schools [1].
The research object is the system of the registration and reception of payment of post-graduate students and doctoral studies for training in HIGH SCHOOL (on an example of similar system in DonNtU), and also the construction and automation methods of similar systems.
The aims and research problems
The research objective is development of construction and implantation method of the automated system of the registration and reception of payment of post-graduate students and doctoral studies for training in HIGH SCHOOL (on an example of similar system in DonNtU).
Object in view implementation assumes solution of a formulation of functions of monitoring in higher-following tasks:
- a formulation of monitoring functions in higher education system;
- development of methods and the monitoring mechanism in high school;
- the analysis of construction system methods of the registration and development of construction and payment reception method;
- development of construction and implantation method of the automated system to registration and payment reception;
- to rise a financial and economic efficiency of all process reception payments;
- improvement of co-ordination of such divisions as accounts department and settlement department together with postgraduate study and doctoral studies.
As theoretical and methodological basis of research works of the domestic and foreign scientists who have proved conceptual
positions in area of the common theory of handle and the finance, and also in the field of strategic resource management of
the higher school have served. In problems of strategic development of system of higher education were engaged V.A.Zhuravlyov,
A.I.Galagan, А.А., Ovodenko. Foreign experience about research universities was considered by A.M.Babich, V.V. Gluhov,
A.V.Sadovnich, V.E.Shukshunov, etc. The technique of the financial analysis and monitoring had development in O.V.Efimova,
E.A.Ignateva, L.J.Prokofeva, R.S.Sejfulina, M.N.Titova, A.D.Sheremet's works, etc. the Considerable contribution to research
of the theory and book keeping methodology problems was brought by the Russian authors: V.P.Astakhov, A.S.Bakayev,
P.S.Bezrukih, N.A.Breslavtseva, V.G.Getman, JU.A.Danilevsky, M.I.Kuter, N.T.Labyntsev, V.F.Paly, Ф.Б. Ripol-Saragosi,
V.I.Tkach, and also foreign authors: to M.Alla, X. The Anderson, T.William, J. A Sorter, K.Hitching, etc. Problems of
automation book’s keeping devotes O.V.Golosova, V.V. Dika, V.I.Isakova, O.I.Kolvaha, B.V.Liberman, V.I.Podolskiy, V.S. Rojnova,
E.A.Umnova, S.A.Haritonova, E.L.Shuremova, etc.
Methodological basis of the conducted research make: a system approach, principles of the logical and comparative analysis, methods of matching, classification and generalization, analogy and the quantitative analysis, analytical and prognostic methods.
As empirical base of research is standard-legal documents of administrative organization, materials of accounting and financial statistics of Donetsk national technical university were used.
