The currency of the research subject is caused by necessity of effective social management of the coal-mining enterprise, and also the use of necessary methods of motivation of workers, for the purpose of labour productivity increase. Social development of the enterprise is connected with necessity of creation of favorable conditions of workers activity. It gets special value during the periods of escalating of industrial output volumes which should be competitive. It is known that the financial basis of social development of the industrial enterprise is created by results of industrial and economic activities, which are carried out by workers. Therefore managing conditions are important, both external for the enterprise, and internal that are created on the enterprise. The industrial enterprise represents open social and economic system which actively co-operates with an environment and consists of economic and social subsystems. The economic subsystem is a material basis for development of a social subsystem which, in turn, forms conditions for achievement of the purposes of activity and enterprise development. The social subsystem should provide the personnel with all necessary for the professional work realization directed on a qualitative final result. It is important and actual in new managing conditions which are caused by improvement of market relations in industrial production. P>
The management of social development of those involved in domestic and foreign scientists, economists, such as: B. Adamchuk, A. Amosha, A. Annenkov, V. Aseev, D. Goddess, N. Volgin, AND . Vorozheykin, V. Gerchikov, O. Grishnova, V. Grinov, V. Zolotogorov, G. Kerimov, A. Kibanov, A. Kolot, E. Libanova, P. Luzan, V. Nizhnik, M. Novikov, Oleg Novikov , Yu Odegov, L. Olesnevich, V. Podmarkov, M. Poole, O. Romashov, Vladimir Savchenko, G. Slezinger, J. Toschenko, M. Warner, S. Frolov, S. Shekshnya, G. Shchekin, etc. Nevertheless, in the scientific work of the majority of these authors' social development was seen in terms of administrative and command and control, and was aimed primarily at strengthening the industrial base, rather than creation of conditions for which employees can fully realize their potential. Modern theory and practice of management of social development, industrial enterprises are not provided with the appropriate methodological framework for the creation of attractive conditions for the activities of skilled and employable skills that can ensure the achievement of certain goals and addressing the complex production problems in the new conditions of management. There is no single methodological approach to the management of social development, industrial enterprises, taking into account the priority of the human factor as the principal in promoting the harmonious functioning of the enterprise as a socio-economic system in contemporary conditions of development of industrial production. The project purpose is improvement of a technique of definition of material stimulation of workers indicators on the basic productions depending on intensity of work, completeness of use of machines and the equipment on workplaces. P>
The basic scientific idea of project consists in a substantiation of dependence of labour productivity from stimulation of workers. P>

Methodology and research methods. The methodological basis of the master works are fundamental studies of otkchestvennye and foreign scholars in the field of theory and practice of social enterprise management, economic analysis. Studies carried out using the methods of system analysis, elements of statistics, methods of expert estimates, the actual material on the activities of the coal mines. P>
Now the scientific novelty has not been established, because work is not completed and under construction. P>
In the first part – "The analysis of a current state of social operation of business" following sections are considered:
Social policy is the integral element of the state, one of civilised society first signs. It provides political programs in sphere of employment and unemployment, public health services, formations and training; defines distribution of expenses of the state; provides creation of system of social guarantees, streamlining of privileges; influences the general situation in Ukraine and a population standard of life; covers all problems as makro - and a microeconomic level. But the social protection system in Ukraine requires radical reform. Separate improvements are not capable to solve this important both a challenge. Necessity and legal grounds of democratic bases of protection of citizens demand, that state social policy got character of an organic component of economic reforms and was carried out according to world processes.
Legislative base of system of social partnership the considerable. It is presented by the Constitution of Ukraine, the Economic code of Ukraine, Laws of Ukraine "About collective agreements and agreements", "About trade unions, their rights and activity guarantees", the Decree of the President of Ukraine "About National board of social partnership", other laws and regulatory legal acts which regulate sociolabor relations, and also positions and recommendations of the International Organization of Work. But it does not mean that it is the effective. There is variety of problems which are necessary for solving and as soon as possible.
System of social protection and social security of a manpower on microequal the considerable. And not last role at it is played by social partnership. But unfortunately it is not effective. There is variety of problems which are necessary for solving and as soon as possible. Recently a role of trade unions which represent interests of the hired workers, shown to a minimum. At the decision of the important questions on activity of the enterprise of trade union of participation do not accept. Management of the enterprises in Ukraine belongs not to its labour collective, and the owner which is negatively designated on system of social protection and social security of workers.
At the current stage the work on the master project is not finished, in the following chapter "Research of directions of social management improvement at the coal enterprises" is planned to consider questions connected with motivation and stimulation of workers, to analyse use of a wages fund and to establish dependence of industrial indicators on payment level, and also improvement of a technique of definition of an economic substantiation of encouragement of workers indicators.
In a final chapter "Approbation of an advanced technique of definition of economically well-founded indicators of material encouragement of workers on the basic processes of coal output" there will be defined actions for increase of technical and economic work of the enterprise.
