Introduction

Many negative factors of external environment influence on the development of state’s economy and create problems for stable development. The combination of these factors contributes to the decline in the development of the economic system, therefore, internal problems increase. In such conditions, the role of the state in ensuring the stability of the development of the regions is growing, as the basis that creates stability of the country's social and economic development as a whole and raising the standard of living of the population. The master’s work considers different notions: the management approach to the social economic development of the region, the principles system forming of the strategic management of the region, the features of strategic management of the social economic development of the region and the ways to overcome negative trends.

1. Relevance of the topic

The relevance of the study is due to the fact that the success of the ongoing social and economic transformations in the region depends to a large extent on the effectiveness of the administrative activities of the authorities and the government that are responsible for "creating conditions that ensure a decent life and free development of the individual".

Management of complex socio-economic systems is a process of implementing strategies in which the achievement of targeted functions in the medium term is provided by programs and projects, what requires the development of methodological bases and technologies for their implementation as an effective tool for achieving results. The process of strategically oriented management of social and especially economic systems is complex and multifaceted, requires the presence of highly effective program and project support aimed at ensuring the adoption of competent and timely solutions that ensure the harmonization of management in the format of an innovative economy.

The implementation of the strategy is a combination of planned and emergency management decisions to adapt the organization, industry, region and country in a new situation that can create advantages or threats to weaken the competitive positions of these entities. Expanding this approach, the strategy should be viewed as a model that integrates the main goals, policies and actions of systems into a single whole. A scientifically based development strategy makes it possible to use scarce resources in the most effective way, taking into account changes in the external and internal environment. The totality of economic, structural, demographic, socio-economic, ecological-economic, innovation-technological and financial factors and the resource affects the economic mechanism, formalizes the target management functions and forms the basis for the formation and implementation of strategies, projects and programs.

Problems of sustainability of the development of the regions are relevant even at the present time, when profound transformations in the economy make it the most vulnerable and sensitive to the impact of a variety of factors.

2. Goals and objectives

The goal of the study is to develop theoretical and methodological foundations for the formation of a strategy for socio-economic development of the region and practical recommendations for its implementation to ensure long-term economic growth in modern conditions.

The main objectives of the study:

  1. To determine the essence and content of management of the strategy of development of socio-economic systems.
  2. To substantiate the tools and stages of the formation and implementation of the strategy for the development of socio-economic systems.
  3. To form methodological and scientific-methodological bases for assessing the level of social and economic development of the region.
  4. Based on the use of formalized methods, forecast the indicators of the industrial sphere of the region's social and economic development and build a forecast model for the development of the region.

The objects of research: are the processes of forming a strategy for the development of socio-economic systems.

The subjects of the study : are methodological, methodical, information approaches to the formation of a strategy for the development of socio-economic systems.
