Introduction

For any modern society, one of the most pressing problems is the problem of education. In modern science education is given the value of one of the main factors of socio-economic development. The level of education determines the intellectual potential of the state as an important component of national wealth. The education of the nation, the breadth and adaptability of the professional training of citizens, the desire for creativity and the ability to solve non-standard tasks are the basis for the country's progress, political and economic stability, and national security.

Insufficient theoretical study of the role and strategic goals of the development of the education system, each of the subjects involved in socio-economic development and the formation of the country's intellectual potential, slows down educational reform, does not allow the effective use of existing resources and attract additional resources to the education sector. The limited budget possibilities and the low potential of extra-budgetary sources, combined with incomplete use of market-based economic elements, make it very difficult to formulate economic conditions for the effective development of the education system. All this complicates the realization of citizens' rights to receive education, exacerbates the contradictions of the interests of the individual, society and the state in the process of creating, using and accumulating knowledge. 1. The relevance of the topic

Education is a state priority. The state is interested in achieving the modern quality of education and its universal accessibility. Essential in achieving goals has effectively implemented education management system with a clear division of powers between levels of government. Modern development in educational institutions education is not possible without professional management of this process. [4]

2. The purpose and objectives of the study

The purpose of a thesis is the formation and strategy of development of education in modern conditions on the basis of the study of the theory and methodology of management of development of the education system.

To achieve this goal, the following main tasks were solved in the work:

3. Research on management of strategic development of education

According to the UNESCO International Standard Classification of Education, the term education includes all types targeted and systematic activities in order to meet educational needs. [7]

Education, regarded as a system of social institutions, is one of the social substructures of society along with health, culture, and sports. In this case, we can talk about the education system, which includes different interconnected subsystems (territorial subsystem: educational institution, municipal, regional and state education, subsystem of educational levels: preschool, school, university, postgraduate, education profile subsystem: general, special, professional, additional). [9]

As applied to education systems, two groups of processes are distinguished: basic and infrastructural (fig. 1). Basic processes include education-specific production processes. Among them: trining, upbringing, education (as a process, not as a system of structures and organizations), preparation and provision of literacy. Infrastructure processes include all the processes through which the core processes are provided with the necessary intellectual and material resources. Infrastructure processes of education include the processes of reproduction, functioning, development, organization, leadership, management, creation and burial. [6]

The main idea of modern education policy is the idea of development. This idea has the following objectives:

  1. creating the necessary conditions for the development of the individual;
  2. launching mechanisms for the development and self-development of the education system;
  3. the transformation of education into an effective factor in the development of society;
  4. continuity of education.

4. Recommendations for improving the education system

The strategic goal of the state policy in the field of education is to increase the accessibility of quality education that meets the requirements of innovative economic development, to the modern needs of society and every citizen.

The realization of this goal implies the solution of the following priority tasks.

The first task is to ensure the innovative nature of basic education.

The second task is the modernization of the institutions of the education system as tools for social development.

The third task is the creation of a modern system of continuous education, training and retraining of professional staff.

The fourth task is the development of mechanisms for assessing the quality and relevance of educational services with participation of consumers, participation in international comparative studies.

Conclusion

The development of the educational environment in the conditions of modernization of society has resulted in a change in organization and management sphere. Further education development strategy in Donetsk People's Republic includes:
