Introduction

Increasing the efficiency of the work of the personnel of enterprises is now acquiring a special importance in the world. Work in a modern progressive society dictates new rules:

Modern researchers of this issue are looking for new approaches, for example, new organizational forms of workers' activity, calculation of the labor participation coefficient. In modern market conditions, the management apparatus of any enterprise for effective selection of personnel must take into account not only the professional qualities of future workers, but also the level of emotional stability. Labor as a phenomenon is directly related to the intensive development of production, as well as using automated systems, information and computer technologies. This significantly changes its functional basic content. Therefore, the professional and qualifying composition of employees is changing to the root. Of great importance is a prospective analysis of human resources, which includes labor productivity per unit of time, or the amount of working time spent on the production of a unit of production, the effective use of human resources in general. An effective increase in the productivity of personnel in the enterprise can achieve overfulfilment of plans for projects. To repeat this result, he should be rewarded with a bonus. [1]

1.Theme urgency

The question of the concept, composition, factors and ways to improve the competitiveness of the organization is one of the most discussed in the domestic and foreign science and management practice in recent years. The work of any enterprise is a rather complex and multifaceted process. The level of competitiveness and business opportunities are related to the coordinated implementation of various functions, the successful implementation of which determines the result of this activity. The enterprise successfully functions when it has successfully developed all areas in the complex: finance and economics, marketing and sales, technology and production, research and development. At the same time, the employees of the organization and its personnel are carriers and executors of most of the economic functions (except those that are completely related to automated systems).

The relevance and necessity of developing methods for assessing and improving the efficiency of personnel management for enterprises in order to ensure their competitiveness is determined by the existence of such tasks for domestic organizations as increasing labor productivity, increasing returns to investment in human capital, developing production and management methods in accordance with current market conditions. [2]

2.Purpose and objectives of the study, planned results

The aim of the research is to clarify the theoretical and practical approaches to the development of the personnel potential of enterprises as a basis for increasing the effectiveness of their activities. To achieve this goal requires the solution of the following interrelated tasks:

  1. Clarify the economic essence of the concept of "staff potential";
  2. Identify the role of human resources in improving the efficiency of enterprises;
  3. Identify sectoral and intra-organizational aspects that determine approaches to the development of human resources capacity of enterprises;
  4. Identify and formalize the relationship between the integrated enterprise strategy and the human resources development strategy;
  5. To offer tools for the development and justification of the human resources development strategy.

The object of research:the management of the company's personne.

The subject of the study:the system of economic relations related to strategic planning and development of human resources in market conditions.[3]

The works of domestic scientists - Aganbegyan A.G., Abalkina L.I., Bukhalkova M.I., Volkova O.I., Volkodavoyeva E.V., Vikhanskogo O.S. - served the opening of the notion of enterprise activity efficiency, understanding of the content of efficiency indicators. Gorfinkel V.Ya., Kleiner G.B., Kovalev V.V., Lvov D.S., Osmankin N.N., Porshneva A.G., Tatarsky B.Ya., Fatkhutdinova R.A., Shvandara V.A., Sheremet A.D., and others, as well as foreign ones - M. Albert, I. Ansoff, K. Bernard, G. Birman, M. Meskon, R. Waterman, F. Hedouri S. Schmidt.

A great contribution to the study of the problems of motivation and stimulation of personnel was made by foreign researchers: V. Vroom, F. Gerzberg, D. McGregor, D. McClelland, A. Maslow, F. Taylor. Among domestic scientists, one should mention Batkayev I.A., Volgin N.A., Gagarinskaya G.P., Genkina B.M., Dyatlova V.A., Egorshin A.P., Kibanova A.Ya., Kokina Yu.P., Korotkova E.A., Mitrofanovu E.A., Slesinger G.E., Travina V.V., Utkin E.A., Yakovlev R.A.

Despite the great interest of foreign and scientists to the problem of the efficiency of the enterprise and its various aspects, there are few studies that contain a theoretical and methodological justification for the formation of a system of motivation and incentives for personnel aimed at increasing efficiency in relation to tool-making enterprises.[4]

4.The main part

The effectiveness of man's labor activity largely depends on the objects and tools of labor, the working capacity of the organism, the organization of the workplace, the hygienic factors of the production environment.

Efficiency is the value of the functional capabilities of the human body, characterized by the quantity and quality of work performed for a certain time. During work, it changes in time. In this case, there are three main phases of successive states of a person in the process of work: a phase of increasing capacity; phase of high steady performance; phase of decline in efficiency. [5]

Important elements of improving work efficiency are:

  1. Perfection of skills and abilities as a result of labor training, as thus the muscle strength and endurance increase, the accuracy and speed of working movements increase, physiological functions are quickly restored after the termination of work;
  2. The correct location and layout of the workplace, providing a comfortable posture and freedom of labor movements, the use of equipment that meets the requirements of ergonomics and engineering psychology, which ensures the most efficient work process, reduces fatigue and prevents the danger of occupational diseases.

The optimal posture of a person in the process of labor activity ensures high efficiency and labor productivity, and an incorrect posture leads to the appearance of static fatigue, a decrease in the quality and speed of the work performed, and a reduction in response to hazards.

When organizing the production process, it is necessary to take into account the anthropometric and psychophysical characteristics of a person, his abilities with respect to the magnitude of efforts, the pace and rhythm of the operations performed, and the anatomical and physiological differences between men and women.

Periodic alternation of work and rest promotes high stability of working capacity. In production, there are two forms of alternation of work and rest: the introduction of a lunch break in the middle of the working day and the introduction of short-term regulated breaks, and the optimal duration of the lunch break is set taking into account the distance from workplaces of sanitary facilities, canteens and food distribution points. Elements of a rational mode of work and leisure are industrial gymnastics and a set of measures for psychophysiological unloading. [6]

Often, the efficiency of the company's personnel is achieved by the prosperity of this or that business structure. Expansion of business leads, as a rule, to an increase in the number of employees. It should list the main ways to increase the effectiveness of staff. Among them:

Conclusions

The human and managerial potential of the organization is reflected in such a concept as a personnel management system. The effectiveness of personnel management is one of the most important parameters that determine the competitiveness of an organization.

Personnel management is a complex of interrelated economic, organizational, and socio-psychological methods that ensure the efficiency of labor activity and the competitiveness of the organization. Personnel management can be viewed from two perspectives as a process, i.e. sequence of actions, and as a system, i.e. a set of interrelated and interacting with each other and with the external environment elements

As the basic elements of the personnel management system, we identified the following: subjects, objects, principles, functions, methods and tools. From this point of view, personnel management is the process of the impact of the subjects of management on the objects, through the realization of their functions, on the basis of certain principles, using the methods and tools inherent in them.

The main subjects of personnel management are, the heads of the organization and employees of the personnel management service, or the personnel service. The objects are employees of the organization, as well as relations and relations between them. All the basic functions of personnel management we have combined into six groups: the selection, adaptation, evaluation, development, promotion and release of personnel.
