Introduction
Background is that today all companies are faced with the problems of logistics, modeling of inventory management. Finding ways to effectively manage physical facilities of enterprises engaged in production, largely concerned with an innovative approach to the organization of supplies. However, at present in a saturated market of businesses there is an objective need for the development of high technology in the organization of material flow in production as a way to move the material flow from raw material to the level of the finished product. This problem is particularly acute in the period of economic globalization, when the individual links in the production chain significantly separated in space. Thus, the development of technologies of production logistics is an objective requirement of the market.
1. Contents of motion functions of the material flow of the industrial enterprise
In the first chapter, "Contents of motion functions of the material flow of the industrial enterprise", is considered the essence of management functions, their role and tasks in the system of material security company.[2].
Problems of logistics engaged many authors, for example: GL Brodetska that considers a model of inventory management; Fedorchuk BK , Bezuglyi BD , A. Melnikov offered their methods for determining the current regulations stocks; Novitsky NI, Richard Thomas, Kondratiuk AI; Pylypenko AA, Makarov, TP, Cooper MM, Tugan-Baranovsky[2].
Can distinguish the following basic functions of management, which are most peculiar in the organization to promote material flow within the logistics system:[8].
- Planning, which provides for a decision on the direction of action to achieve the desired results and focus on the goals and standards, as well as programs that are required to achieve these goals;
- The organization, which opens the implementation of waste plans and programs, the formation of structure and governance of the company, provide the necessary documentation of its activities, ie organization of the production process;
- Motivation, whose task is to members of the organization doing the work in accordance with delegated responsibilities and management should motivate their employees by creating internal stimulus to action;
- Control, which refers to the measurement of work and observing it, comparing the results with the planned and, if necessary, corrective action. Control is necessary for the timely identification of hazards, identify errors, deviations from existing standards and thus provide a basis for the adjustment process of the firm.[8].
Despite the fact that the leading foreign specialists in management theory , in particular , M. Meskon offer allocate only four classical functions of management , including planning, organization, motivation and control , but along with this , a number of Russian scientists in their work , including which VM Khobta emphasize the need for self- regulation as a function given the current economic conditions and the condition of the majority of industrial enterprises. Given all of the above , schematically material management of industrial enterprises are presented in Fig . 1 :

2. Material management companies based on the concept of integration of logistics, business process reengineering and Controlling
For effective management of material resources in the enterprise and it is important to improving the integrated use of modern approaches. Revealed that this refers to logistics, reengineering and controlling, based on some of the same approaches and principles, such as the process approach , system approach, focus on the customer , increasing the responsibility of employees at all levels , mutually beneficial relationships with suppliers , providing information in real time , continuous improvement of the management and organizational structure. They have the same goals , which are to improve production flexibility , improving product quality and reducing production costs , in accordance with international quality management standards ISO 9001:2000.
Integrating logistics reengineering and controlling quality management system due to the fact that the concept of " quality improvement " in the new standards ISO 9001-2000 is considered in relation to any sphere of activity , as the quality of the product - a consequence of quality performance of all types of work. Integration of new management systems and international standards of quality management helps to clarify planning, resource allocation , evaluation of the overall effectiveness of the organization . Integral management of material resources are not able to cover all content of logistics reengineering and controlling and is designed for use only their elements, the most important and useful for the task . Thus, the most meaningful and productive element of reengineering is the introduction of a control system of the enterprise business process reengineering (BPR ) [1].
Logistics component satisfies the needs of the enterprise in the management of continuous movement of material resources in the enterprise. Business Process Re- creates an organizational basis for their movement, and controlling information and provides analytical support and allows you to track the results of the implementation of logistics and reengineering. System of their implementation provides an integrated approach to the management of financial resources. This is reflected by the example of the integrated motion control system of material resources in the enterprise
Integrated system is the backbone of a combination of these approaches to materials management company, to identify common areas of activity and to establish interaction management functions to a new level. Integral material management attracts the most important and useful for the task elements of logistics reengineering and controlling[5].
The study determined the sequence arrangements introduction of integrated material management in the company in accordance with the project life cycle : preparation, design, implementation and monitoring of the system.Design works to create an integrated system of material management begins with the formation of a project team of experts , which includes senior managers , highly skilled supply department , warehouse and transportation management and personnel department that quickly perceive innovative ideas as well as external consultants logistics reengineering business processes, controlling and IT. In addition to the permanent units formed teamprofessionals that support communication technologies and make adjustments to the logistics business processes in deterioration of their performance.The last stage of the project is to implement an integrated quality control system operation management of material resources. At this stage, amendments are made throughout the life cycle of the system according to the international quality management standard ISO 9001:2000. This approach allows you to identify weaknesses , set goals and objectives, which should be addressed at each stage[4].
3. Recommendations for improving the classification techniques of materials management.
Information management business activities of industrial enterprises include certain components , such as strategic , functional , organizational, and financial information .The strategic component consists of the goals of the enterprise as a whole and the goals of individual units. Thus a strategic component of industrial enterprises in Ukraine can be represented as a tree of objectives , the achievement of which is necessary to obtain optimal results.The global objective of the enterprise ( mission) is the benchmark enterprise, planned performance. In turn , the company - a system consisting of a plurality of system units. The task of the method of constructing the tree needs - converting the main goals of the organization in the goals of individual departments working together on one outcome , so the overall goal is decomposed into separate components.Strategic information management component industry of Ukraine is the starting point for compiling functional components, which also has a hierarchical function tree.Another component of information management from those indicated in Figure 6 is an organizational component. To build organizational components analyzed the relationship between responsibility centers .As you know the main component control system ( CS) is an enterprise financial management. This is to ensure effective financial management industry indicated a financial component.At the heart of the financial component is an accurate description of the company in terms of sources and structure formation of his income and expenses with a specific allocation of responsibility. The financial component is built according to the general principle of the method of constructing the hierarchical tree. The financial component takes into account the financial situation of the company, therefore must be considered in every industrial enterprise separately.The last component of information management information component[9]. Information component can be considered through the definition of its functions.Thus the above components have a high enough level of exposure , and thus properly defined and built components provide optimization information management industry in Ukraine[7].
The data obtained as a result of management information system should be grounded, systematic and accessible. The real task of management information system is the conversion of data into information that will meet specific information needs. Therefore, the purpose of converting data into information will include: determining the status and trends needs to use; computation load of the system; Study of standards; early warning and detection of possible dangers.To ensure future beneficial use of the collected data properly , do the four steps of data management.Thus the formation of MIS internal processes at industrial enterprises of Ukraine require some supervision. For this purpose it is necessary to establish a system for monitoring and reporting at an early stage of formation of the MIS[10]. This system will be implemented for managers and will be executed as a standalone application for the PC . Thus the control system will enable managers of industrial enterprises in Ukraine not only to control the formation of the ISU , but a better understanding of its effects.The final determination of the direction of approach to information management industry Ukraine stated formalization of the process industry. In sonovi therewith can say that by formalizing act formed in the course of action MIS reporting. Compiled reports summarizing acts as a link between the collection of information and information users. For the distribution of information, postings have to prepare on a regular basis , the frequency and level of detail depend on the needs of managers in the use of information[11].
