Introduction

The core competitiveness of education is the quality and University management should be aimed at planning, provision and improvement. Currently there is widespread debate about the development of quality management systems of education, through the introduction of various models of quality systems defined by the international standards ISO 9001 and others, the application of which led to the creation of standard model of quality system of educational institutions (SK AW). In addition, the increased competition between educational institutions, requires universities search for ways to improve performance.

One of these directions, based on the purpose of educational institutions as social institutions, may be the introduction of international standards of social responsibility, the greatest use of them received JA 8000 Social accountability and ISO 26000 "Guidance on social responsibility".

Thus, it is important to establish at the University quality system, taking into account the recommendations of the standard model SK OU and the requirements of international standards JA 8000 and ISO 26000, which will allow to speak about functioning it socially responsible of the quality system, ensuring the quality preparation of specialists, implementation of social guarantees, increase of the level of personnel satisfaction with working conditions, competitiveness, and strengthening relationships with all stakeholders. But in modern scientific literature the theoretical and practical foundations of the development of this system is not disclosed in connection with which the relevance and the practical significance of this study is the need to develop specific methodological approaches and recommendations for its formation.

The problems of creation of quality systems of educational institutions dedicated to the works of V. P. Soloviev, T. A. the Salimova, S. B. Soboleva, I. T. Zaika, E. A., Goryashko, E. B. Gaffarov, V. I. Kruglov, N.. Bonushko, S. N. Isaeva, L. R. Yagudin, T. M: Polkhovsky, and others.

The main task of the Donetsk educational policy — providing high quality education on the basis of preservation of its fundamentality and conformity to actual and perspective requirements of personality, society and country.

1. Theme urgency

The relevance of the problems of ensuring the quality of education in the Donetsk people's Republic currently is determined by several aspects, the main ones are:

1.The real decline in the quality of training of specialists in Donetsk universities in the 80s–90s years of the twentieth century due to several well-known objective reasons.

2.The transition to a comprehensive evaluation of educational institutions (ei) on the basis of approved list of indicators, including indicators of the presence within the University systems of quality management of education.

3.Increased competition between the Oh on the educational services market and labor market.

4.The ATO in the Donetsk people's Republic.

When considering the concept of "quality of education" should take account of a number of points. Under "quality" in a General sense is the degree of conformity is inherent in the object (product or service) characteristics of the requirements. The feature of education is the more complex structure of consumption. As consumers of results of educational process are students and their families, enterprises-employers, and finally, society and the state as a whole, which will be effectively (or ineffectively) use the potential of graduates of OU. In this regard, the quality of education can be defined as a balanced interaction of a set of properties and characteristics of the educational process, its results, and the entire education system as a whole to the identified needs, goals, requirements and norms (standards) which are determined by individual citizens, enterprises and organizations, society and the state as a whole.

The quality of education is crucial for the successful development of any Republic, particularly of Donetsk, in the coming century. A revolutionary change in technology, based on the highest level of intellectual resources and the associated geopolitical competition of the leading countries for such resources becomes a critical factor in determining not only the economy but also the politics of the new century. Of course, such a global problem cannot be solved at the level of individual Oh, it requires targeted and coordinated efforts of state, society and each OU.

State control and supervision over the quality of higher vocational and specialized secondary education aimed at providing a unified state policy in the field of education, improving the quality of training of specialists, the rational use of Federal budget funds allocated for financing of the education system. State control and supervision over the quality of education is the state education authorities in accordance with their competence prescribed by the Law of the Donetsk national Republic "On education", Federal Law "On higher and postgraduate education". However, the external evaluation of the quality of education, as international experience shows, at present, is not enough. Required internal quality assurance mechanisms of education provided by the OU.

As noted earlier, in the education system, the transition to a comprehensive evaluation of universities on the basis of approved list of indicators of accreditation, including, in particular, figure 1.2 efficiency of internal system of quality assurance or management systems and quality control.

Essentially, the evaluation of this indicator should be based on an analysis of the availability and effectiveness of quality assurance system or system of quality assurance in higher education, which directly obliges educational institutions to start creating such system, which shall henceforth be called the quality system (SC) of the educational institution. However, the criteria of availability and effectiveness of SK OU currently not clearly defined, which makes it difficult to conduct external examination for certification and state accreditation of an AO.

Main world tendencies in the field of quality assurance are as follows:

1.The development of common criteria and standards of quality assurance of education in Europe within the Bologna process.

2.The creation, development and harmonization of national systems of accreditation of educational programs of European countries.

3.Development and implementation of a SK OU on the basis of different models of the quality system, including requirements and recommendations of international standards of series ISO 9000:2000, model of the European Foundation for quality management (EFQM) and other national models of quality management in education.

4.Construction of systems of quality management of educational process on the principles of quality management, but without any direct reference to any models.

5.The transfer of the center of gravity with the procedures of external quality control of educational process and its results on the basis of national systems of certification and accreditation to internal self-assessment of the shelter on the basis of certain models. This ensures that the transfer of responsibility for the quality and evaluation of the quality back where it should be — in OU, and leads to significant savings in material and time resources for external audit.

Вместе с тем, многие вопросы, связанные с созданием интегрированных систем в образовательном учреждении, остаются неохваченными. Отсутствие работ, посвященных интеграции рекомендаций Типовой модели СК ОУ и требований стандартов IА 8000 и ISO 26000 обуславливает актуальность задачи формирования систем качества вуза для современной практики.

2. Goal and tasks of the research

The aim of the thesis is to develop theoretical and methodological foundations and practical recommendations on creation and implementation of the quality system of an educational institution on the basis of international standards of social responsibility.

Main tasks of the research:

  1. The analysis of the competitiveness of the Donetsk education and the main directions of development.
  2. Theoretically the necessity of establishing a system of quality taking into account the recommendations of standard model SK OU and standards IA 8000 and ISO 26000 on social responsibility.
  3. The assessment of the compatibility of the recommendations of the standard model SK OU and IA requirements 8000 and ISO 26000 to identify possibilities for their integration.
  4. Developed imagery and graphic model of a socially responsible system of high school quality.
  5. The experience of the Donetsk universities in the field of social responsibility and identified the main social programs of the University.
  6. The developed methodical approaches and recommendations for the formation and documentation of socially responsible of the quality system.
  7. The developed methodical approaches and recommendations but to inform stakeholders of socially responsible system of high school quality.

    The principles on which the above-mentioned documents and models have a greater degree of overlap, complement each other and differ only in the completeness and depth of coverage of all the workflows in the OU, and degree of overlap of the quality system General management system of the organization.

    The object of research is educational institution of higher professional education of all types and forms of ownership.

    The subject of research in the work are the scientific and methodological aspects of formation of socially-responsible of the quality system.

Conclusion

Analysis of the market of educational services according to various rankings, despite their ambiguity, have shown that Donetsk universities are inferior not only a recognized educational powers, but also countries such as Taiwan, China, Singapore, etc. for education of Donetsk particular importance is the increase of its competitiveness. As you know, the main competitive advantage of educational institutions – a high quality education, one of the factors, which is quality system. However, the University is both an essential social institution. In this regard, there is a need of formation in the University socially-responsible of quality system (BCC), providing quality education and successful implementation of social functions.

Currently Donetsk universities are actively implementing various models of IC. Based on the analysis of the Donetsk practice of using these models it is possible to speak about expediency of use of a typical UK model of OU, recommendations which take into account international requirements and recommendations, and specifics of the educational activities of Donetsk people's Republic.

At the moment there is a fairly well-developed legislative framework in the field of social responsibility. The world's most widely following standards: accounting standards series AA 1000, global reporting initiative, the social responsibility standard SA 8000. To build a system of social management and confirmation of its social activities to the universities most appropriate to use international standards SA 8000 and IS0 26000. The introduction of the system of social responsibility in accordance with the requirements of SA 8000 will enable educational institutions not only to improve working conditions and study, to strengthen relationships with government, to improve the image, but also to certify.
