Introduction

Distance learning arose rather recently and owing to this novelty it is guided by the best methodical experience which accumulated by various educational establishments all over the world and the use of modern and high-performance pedagogical technologies. Owing to greater "methodical" freedom and independence distance learning courses are under construction on innovative approaches to education in comparison with traditional university or school education.

Distance learning researches are actively made both foreign and native experts. First of all these researches are directed to the estimation of efficiency of distance learning, the comparative analysis of software that is used in training. At present more and more researchers study various forms of distance learning in a context of pedagogics, psychology, physiology, psychiatry and computer sciences.

The basic purpose of the given work is revealing the factors which define the quality of education and distance learning in particular, criterions of the estimation of teaching materials quality that are the integral component of a teaching-methodical complex.

The primary task is the analysis of existing criterions of quality of distance learning courses and working up the system of criterions of the estimation of training and testing system quality.

Prospective scientific novelty

Scientific novelty of the given work lies in working up the system of criterions of the estimation of distance learning courses quality, definition of ways of conducting classification attributes. The basic accent is done on revealing of evaluation ways of results of testing knowledge.

Review of existent researches and developments about the theme

To a great extent quality of distance learning is defined by quality of the software and the teaching materials used in e-learning system. The most popular e-learning systems in Russian-speaking electronic space are considered for definition of quality of a distance learning program complex:

•  « WebTutor »

•  « STELLUS »

•  « RedClass »

«Prometheus» (version 4.0) – the distance learning system which is the indisputable leader in Russian-speaking electronic space. The following automated functions are realized in system:

1) management of educational process;

2) distribution of rights of access to educational resources and system controls;

3) interaction differentiation of participants of educational process;

4) conducting magazines of users activity;

5) training and an estimation of knowledge in the Internet, in corporate and local networks .

The user interface provides with handy access to objects of system. The list of menu commands, accessible to the user, is formed automatically - on the basis of role powers (for the listener, the tutor, the organizer or the manager).

"WebTutor" represents the ready decision for creation of distance learning system and a corporate educational portal.

By means of software WebTutor it is possible to create distance learning systems both for the companies which employees work in a unified local network, and for the companies with the distributed network infrastructure. At the present WebTutor is realized on 2 technological platforms:

•  Microsoft (both relational database and format XML can be used for a data storage);

•  Lotus Domino

STELLUS - full-function, constructed on web-technologies, a modular complex of the software for support of the open education.

The distance learning system REDCLASS of version 2.1 is a complex of soft hardware, teaching materials and training techniques which allow to be trained at a distance, raise the level of skill, to supervise knowledge in any fields of human activity. In that way, the basic attention by development and introduction of distance learning systems is given questions of management by educational process, to the account of results of training and testing, integration with mechanisms of electronic dialogue and external systems.

Conclusion

Quality management of educational process is many-sided problem. The important place in quality management features questions of an estimation and quality control of educational process. Such estimation is implemented on the basis of criterions of quality. Unfortunately, the most of parameters of quality has not direct quantitative expression. So the important role features to opinions of experts for an estimation of quality.
